GUT panel overflows and makes bottom tabs unclickable

The Bug

The GUT panel in the bottom of the editor can overflow, covering up the bottom tabs. One user thought the panel had frozen the editor, but it was just making the tabs unclickable due to the overflow.

Steps To Reproduce

Make the bottom panel small enough while on the GUT panel (see video)

Confirmed. I suspect that the panel's custom_minimum_size and the Godot's new(ish) dock system are not getting along.
