FE: Dispute resolution UI

Context

Part of the Bounty Operate to Payout milestone (v1 boundless, Disputes). UI for raising and resolving disputes (backend dispute flow in the sibling backend issue).

Tasks

• Participant: raise a dispute from their submission/result (reason), entry point in the builder surfaces.
• Organizer (and/or admin per product decision): dispute queue on the management dashboard; view + resolve (uphold/overturn) with notes.
• Reflect DISPUTED state + resolution + audit trail.

Acceptance criteria

• A participant can open a dispute; the organizer/admin can resolve it; states + history are visible.

Depends on

• Backend dispute/escalation endpoints (confirm organizer-only vs admin-resolved first).
