Three pieces, none of which is the store itself:
- A developer portal — sign in with a sovereign key, list an app, see how it is doing.
- A review queue — because an app store with no review is a malware distribution channel.
- A threat-intel feed — so an app that turns out to be hostile can be pulled from installs that already happened, not just from the listing.
Explicitly after the marketplace is hosted at all. Opening submissions before there is a catalog to submit to would be the wrong order.
