Python 3.12 Support

Azure functions just GA'd support for consumption function apps to use Python 3.12. Python 3.10 for functions is going to be end of support around Oct 2026.

• Test all capabilities with 3.12
• Release 3.12 build of STAT
• Document upgrade path
• Set new deployments to deploy 3.12

Co pilot review did not find any issues in the code base with a move to 3.12, nor did our existing pytest cases
