Cluster deployment timestamp and upgrade history

I would like to bring up the idea to add two more information to the Otto report:

• a timestamp when the cluster has been deployed
• upgrade history of the cluster

this one should be doable, it is either in the ceph report or in the mon dump

upgrade history of the cluster

I think this one is a bit tricky if isn't exposed already. I know osds' metadata has some version osds were deployed.
