Radar chart tooltips

When you hover over an agency name can we show a tool tip that gives you some indication of what that includes?

For instance when you hover over "Utilities" can we show "Water, Sewer, etc...".

Doug said he can get us a concise description of each agency.

have a shortened list of sub items?
