bug: 3-button Navigation have inverted order when device is rotated

Bug description

When phone is rotated 90° to left, navigation buttons "Back" and "Recent" switch places.
This isn't present when rotating the phone 90° to right. Invert buttons don't seem to fix (nor function) at all

Steps to reproduce

Step 1: Rotate phone counterclockwise 90 degrees

Can confirm this behaviour on guacamole (oneplus 7 Pro). Only counterclockwise rotation seems to affect it.
Things I've noticed

• I can repro the "Invert navigation" does not work, but changing layout from normal to compact to force reload of the navbar takes into account the invert option. (I guess this is probably an unrelated bug)
• when the invert is enabled, again counterclockwise swaps the recent and back buttons.

I can reproduce this issue (that if I understood it properly) with inverted layout only
if using normal behavior, all seems fine (back button as top option in both orientations)

Well tested on stock Google Android on my Pixel also
That's how it is also there
But we'll see in qpr2 as Pranav said
