agent-langgraph-long-term-memory quickstart doesn't check for autoscaling projects

Hello,

It appears that the agent-langgraph-long-term-memory quickstart only checks for provisioned lakebase instances, not autoscaling projects.

Also, there's no databricks.yml in the repo at all, and none of the skills tell you how to create one.

Finally, it appears databricks-langchain 0.16.0 (latest) doesn't support autoscaling postgres yet.

Are these on your 'to do' list?
