Taxonomies in v 0.30

There's no mention of Taxonomies in 0.30 version of Settings in Docs.

Also within Taxonomies themselves:

admin/taxonomies in 0.30

If I create a new Taxononomy admin/taxonomies/new

then add a child taxonomy under that, I cannot associate that child to a parent.

Given that Taxonomies are replacing Scopes and Areas, Im not seeing the same functionality of Scopes and Areas under the new Taxonomies.

Also I can only associate another child as parent of a child taxonomy
