How to set http proxy ?

I encountered a similar problem #146
I try but not work

Since the error is coming from the Docker daemon:

setting HTTP_PROXY / HTTPS_PROXY only on the docker/login-action step may not be enough.

If this is a self-hosted runner, try configuring the proxy for the Docker daemon itself.

For Docker Engine on Linux, /etc/docker/daemon.json can contain:

    "no-proxy": "localhost,127.0.0.1"

Then restart Docker:

sudo systemctl restart docker

You can verify the daemon configuration with:

docker info

If the GitHub Actions runner itself also requires the proxy, configure http_proxy, https_proxy, and no_proxy at the runner/service level and restart the runner.

I would check:

1. Is this a self-hosted runner?
2. Can the runner reach registry-1.docker.io through the proxy?
3. Is the Docker daemon itself configured to use that proxy?

The proxy environment variables on the individual docker/login-action step do not necessarily configure the Docker daemon.
