Setup PyPI deployment CI for quantem.widget #145

Problem
quantem.widget has a different PyPI URL and versions. How do we deploy this thing?
Proposed solution
As mentioned below, setup autoamtic PyPI deployment with internal pypi token stored in this org/repo but we can discuss this futher when we have some useful functions built into quantem.widget.
The only remaining thing is to automate the PyPi deployment using the stored PYPI_TOKEN. It's not immediately obvious to me how best to do that, since our current workflows are all branch-based, but we could maybe figure this out with the first release.
