Does this mean the end of Grayjay in 1 year's time? What would be the implications for this project?

It is unlikely this will affect us greatly. We are already registered with Google for the play store. And it would change very little for us as of now. This may however affect other independent apps that may wanna refrain from releasing their information.

What this means on the long term (eg. 2+ year) is still very speculative.
