chore(release): bump to 1.9.2

Carried in this PR rather than as a separate commit on main, because 1.9.2 does
not go through prerelease.yml: there is no RC to promote, so nothing else would
write the version, and build.yml's publish guard rejects a tag whose version does
not match package.json.

Both manifests, via set-release-version.mjs — a sed over package.json alone is
what shipped three releases with a lockfile disagreeing with the package it
locks.
