[Enhancement] - Periodically refresh lists of users, teams, escalation policies and services

Currently, we only fetch these when the console is started. Users, teams, escalation policies, and services can be added or removed in the PagerDuty subdomain during long-running console sessions, but will not be listed in the console unless refreshed.
