Make the captcha in forms optional

Hello,

i think i speak for many when i say glpi is fantastic product wich works. But for many of us is the thing we only really use it locally in our own network.

I wanted to build an anonymous form and this requires a captach wich runs indefinitely cause i have no SSL certificate nor do i plan of ever getting one for a pure internal service.

I get that this is the way to go and it should definitely be turned on in the standard configuration but it would be good if there was an option to disable the captcha.
