Installation failed on Chicago95_Panel_Preferences.tar.bz2

I downloaded the 3.0 version of Chicago95 and when I was installing it stopped at Chicago95_Panel_Preferences.tar.bz2 despite having the file in the folder and when I do this command in the terminal

xfce4-panel-profiles load /tmp/ChicagoStuff22090/Chicago95/Extras/Chicago95_Panel_Preferences.tar.bz2

with

echo $?

it still says the file doesn't exist. I'm on linux mint 22.3
