Can't take a picture for an observation after having already chosen to upload a photo

Once I choose to upload photos, I can’t go back to choose to take a picture. If I close out the app and go back into it, I can’t choose to take a picture, it automatically goes to upload photos from my library.

We need more repro steps to be able to understand this. It could be an issue with permissions.
