CREATE RETENTION and ALTER RETENTION for V1 have errors around LIMIT clauses

CREATE RETENTION POLICY statements with PAST LIMIT and FUTURE LIMIT clauses must have the FUTURE LIMIT clause, if it exists, before the PAST LIMIT clause.

The LIMIT clauses are undocumented for ALTER RETENTION

Overview

Fix documentation errors for CREATE RETENTION POLICY and ALTER RETENTION POLICY InfluxQL statements:

1. The FUTURE LIMIT clause must come before PAST LIMIT (parser requirement)
2. The FUTURE LIMIT and PAST LIMIT clauses were missing from ALTER RETENTION POLICY documentation

• Phase 1: Research - Verified correct syntax order from InfluxQL parser (FUTURE LIMIT before PAST LIMIT)
• Phase 2: Implementation - Fixed 4 files across OSS v1 and Enterprise v1
• Phase 3: Testing - Hugo build passes, all syntax corrected

• FUTURE LIMIT must come before PAST LIMIT in both ALTER and CREATE` statements
• CREATE RETENTION POLICY with limits works correctly in 1.12.2 for both OSS and Enterprise
• ALTER RETENTION POLICY works correctly in OSS 1.12.2, but does not work in 1.12.2 Enterprise
• ALTER RETENTION POLICY will work correctly for all versions of 1.12.3

We will need the Docs to differ for OSS in 1.12.2 (by containing ALTER with LIMIT clauses) but be re-unified in 1.12.3 when the bug is fixed in Enterprise.
