Support for Romanian language -> ro-ro

Hello!

Heard about this app and wanted to try, but after installed and run a few test with different voice and language wanted to try mine but was very surprised when I saw that it was not implemented.
Don't know why this language isn't implemented in this kind of application.
Please add this.

A PR implementing this is now open: #916 — Romanian TTS via a new engine wrapping Meta's MMS Romanian model (facebook/mms-tts-ron). Single preset voice, zero new dependencies, ~145 MB, CPU-realtime. It normalizes both Romanian diacritic spellings (comma-below ș/ț and cedilla ş/ţ) so neither gets silently dropped by the tokenizer.

If you want to try it before it's merged:

git clone -b feat/mms-romanian https://github.com/at-aepeak-com/voicebox
cd voicebox && just setup && just dev

Then Create Voice → Built-in voice → MMS Romanian. Testing reports on the PR would help it land.

Adding my support for Romanian (ro; ro-RO when a regional locale is needed) on Windows x64. I’m currently using Voicebox 0.5.0. Great to see the implementation in #916 in progress. Thank you!
