As we add more libraries, distribution becomes more challenging, I would like to align with Microsoft SEAL released versions and the hash or commit sha of the this repository at the time of compilation

For example,

seal-4.1.2-75addf8
openfhe-1.2.1-75addf8

[jeffmur]

For Flutter Package distribution, this will be a lot more intuitive to release.
