throwOnCapabilityNotPresent cannot be set to false

I cannot disable "throwOnCapabilityNotPresent" on the hub.
According to the code, it should be disabled by default, however, enabling or disabling the correspoding checkbox on Jenkins's global configuration does not do a thing.
