KeyboardRequisitioner uses the KeymanWeb Cloud Services API to get keyboards and languages from the cloud. This currently only works for .js keyboards. To support web-core we'll have to either enhance the Cloud Services API so that it can return .kmx keyboards, or change KeyboardRequisitioner to use a different API to get these.
