Clarify finding and documentation for outdated Visual C++ Redistributable

2012 and 2013 are required for Exchange 2016 and 2019 to run, this is pointless and if you remove them, you blow up your onprem.

This is an important point. The phrasing of this finding and associated documentation make it sound like those versions are no longer needed and can be uninstalled rather than the fact they need to be upgraded to the most recent version in their respective series.

@GrassfedMeatSticks not sure how this verbiage is stating that it is no longer needed. It does not state to uninstall, only to possibly upgrade to be on the latest version with the line to get the latest version for 2012/2013. It is also a requirement in order to install Exchange and if it isn't detected, HealthChecker will call it out to then install it.

So not sure what the ask is here for this.
