This PR conditionally displays the "Show Chats..." history button in the Chat view title bar based on whether the agent sessions view is enabled in the empty chat state. When sessions are disabled (chat.emptyState.sessions.enabled = false), the history button appears prominently in the navigation group. When sessions are enabled, the button is repositioned to a dedicated history group, preventing redundancy with the inline sessions view.
