Starting weights filename field is URL or not?

We have 
[starting_weights_filename](https://github.com/mlcommons/policies/blob/master/submission_rules.adoc#58-system_desc_id_implementation_id_scenariojson-metadata) field in the system description. The given examples are actually URLs but the field says `name`. It'll be nice to change this filed name to `starting_weights_url` for consistency and better reproducibility.
