Manage team from Files UI

Add a sidebar tab to allow managing members and other settings from the Files UI.

Additionally, add a file action to easily open the sidebar.

@jancborchardt I decided to design-in-code for this one. Here is what I have so far:

A few points:

• I opted to stick to the essential Team management functions for the first iteration. Adding activity and quota info adds quite some complexity, so perhaps we can do that in a follow-up iteration?
• The team details tabs is only available on the root team folder, not nested folders.
• I'm using the generic team icon for now. Once we have team avatars we can use that instead.

Nice! My only confusion is the presence of both "Sharing" and "Team" as tabs.

I'd say that in the case of a team folder, either the team part should be on top of sharing, or replace the tab?

Just to clarify: I have two readings of "replace the tab" though and the scope is pretty different, want to check which you meant:

1.) Drop the Team tab and surface member management inline when you click the team share row in the Sharing tab. There are code hooks we can use for exactly this.

2.) Keep it as a dedicated team section at the top of the Sharing tab, still no separate tab.
