feat: Add and configure chosen form library

Spike: #358

Install and configure the selected form library for dynamic task configuration forms. Set up the necessary dependencies, create base configuration, and establish integration patterns with shadcn components.

Motivation

Following the form library evaluation spike, we need to integrate the chosen solution into the editor codebase. Proper configuration and setup of the form library is essential to enable development of dynamic task configuration forms that support all Open Workflow task types.

• Implementation: Fully implemented according to the Open Workflow spec.
• Unit Tests: Comprehensive unit tests are included and passing.
• Integration Tests: Verified within the monorepo and target environments (Web/VS Code).

• Performance: No significant regression in editor responsiveness.
• Accessibility: UI changes comply with accessibility standards.
