Adjust syntax in quarto

As discussed in https://github.com/pandoc-ext/cito/issues/1 we split the issue

adjusted from `@property:ID` to `@property-ID` similar to other [references in quarto](https://quarto.org/docs/authoring/cross-references.html#overview)
