Use new ubuntu-slim image for all jobs that are not computationally heavy

lets go through all workflows, and use ubuntu-slim where we are not actually building or testing anything and that are computationally light. so we shouldnt touch anything in the github tests, we shouldnt touch the building of npm/python/http or the packages, renovating, but listing all versions, listing the shells, listing node versions, autoversioning or auto approving...
