Allow users to disable use of TLSv1.2

## Description of the feature

In some environments only TLSv1.3 services are allowed, so one needs to disable TLSv1.2. As far as I can see there is no way for users to disable TLSv1.2 in poem. I am currently using a hacked version of poem which removes TLSv1.2 support from the rustls backend.
