Old apps not trigger the re-initialize code

Streaming Assistant and Business Streaming, once the headset goes on sleep mode, they don't trigger the re-initialize sequence. This will cause VRCFT to not close.

However, both SA and BS recovers successfully.

Steps to reproduce

1. Open SA or BS
2. Connect to SteamVR
3. Launch VRCFT. It should connect
4. Leave the headset and wait for it to go to idle mode

After step 4, you'll see no message on VRCFT logs. If you close VRCFT it won't close until you put your headset back on.

If after step 4 you put your headset on, facetracking will continue working.
