skill: pass the full manylinux ladder in the pip --platform rehearsal

gotcha 422's off-target resolution recipe passes only manylinux_2_39 and
2_38. pip matches --platform literally, so any RISE wheel tagged only
with an older glibc (tokenizers is manylinux_2_34) looks missing, and the
openviking rehearsal reported a litellm ResolutionImpossible that CI
never hits.
