Ability to mix .gif or video file with raindrop effect

Hi,

This function would be the most awesome choice. I have seen on Wallpaper engine that someone has used the raindrop glass panel identical to Lively, but also had this cyberpunk flickering night in the background. I miss this function in Lively the most as I love the raindrop effect a lot, unfortunately only applicable to static pictures. Wonder how difficult that would be to implement.
