Support of promt_format option

Description

snowsql supports the promt_format option. It is such a useful feature when one connects to multiple snowflake accounts, that one can tell right away whether the dev or prod environment is connected.

I took a look at the code and realized it is rather easy to implement such an option in snowflake cli.

The update would slightly change the user-facing interface: the main change is to create a `cli/_plugins/sql/prompt_format.py' and loop it into the repl.py.

@sfc-gh-pczajka Can you please review and let me know whether it is a reasonable plan?
