Oracle: how to configure a target uri when the password contains a ? ?

I'm encountering problems setting target uri with a password that contains a question mark, so sqitch.conf looks like:

% cat sqitch.conf
[core]
        engine = oracle

[target "test"]
        uri = db:oracle://luca:foo?14@localhost:1521/oraservice

but I'm getting:

 % sqitch check test
ORA-12154: TNS:could not resolve the connect identifier specified (DBD ERROR: OCIServerAttach)

I've tried single and double quotes without success. Any idea?

As a sidenote, the sqlplus works with the specified connection string, so credentials are right:

sqlplus 'luca:foo?14@localhost:1521/oraservice'

and if I remove the ? from the uri string I got an invalid username/password error, so the problem is tied to the ?.

The problem seems to be in the DBI uri, since the following sample program connects only in the uri+username+password version.

use DBI;

# does not work
#my $dbh = DBI->connect( 'dbi:Oracle://luca:foo?14@localhost:1521/oraservice' );

# works
my $dbh = DBI->connect( 'dbi:Oracle://@localhost:1521/oraservice', 'luca, 'foo?14' );
say "Connected";

shame on me: the sqitch help target section about uri explained clearly

  Note that, as with any URI or URL, special characters must be URL
        encoded <https://en.wikipedia.org/wiki/URL_encoding>. 

in my case, ? becomes ``3F`.
