Enhance test-report workflow

Description

1. The test report name format: "yyyy-mm-dd-hh-mm-ss"
2. Be able to choose if generate report or not
3. Should include the previous test report
4. The workflow should consist of generating a test report and an artifact

Note: need to manually clean the test report if the report has so many files
