Modifying tags on machines doesn't apply on Headscale 0.28+

Description

When adding tags to a existing node no change is reflected on the machine or in headplane. Going to CLI (docker for me) and using the command "headscale nodes tag -i 1 -t tag:server,tag:prod" works as expected and reflects in the headplane UI.

I think this is a reflection of Headscale 0.28 changing it so tagged nodes are no longer owned by the user and might need me to rethink some of the UI choices. Thanks for opening this.
