Timebox is 404 #128

The link here https://github.com/tc39/how-we-work/blob/main/how-to-participate-in-meetings.md#timebox to timebox.now.sh forwards to https://timebox.vercel.app/ which gives a 404 error. (It also looks like there's some timebox features in progress in TCQ but they don't fully do counting on their own?)
