Build wheel/sdist/SBOM/checksums from a clean commit, promote those exact artifacts to a GitHub Release, then dispatch the tag-bound PyPI Trusted Publishing workflow. GitHub publication, PyPI publication, ChatGPT directory submission, and ChatGPT approval are separate states and must be reported separately.
Optional local usage measurement is enabled only by setting RAGOPS_USAGE_LOG=/controlled/path/usage.jsonl. It records command name and exit code without arguments or paths; aggregate it with ragops usage-report --events /controlled/path/usage.jsonl. Production adoption claims require approved, pseudonymous observations through ragops pilot-report, not CLI event counts.
