Ensure update functionality covers the functionality provided in the bump_rpm.sh script

Replace: https://github.com/theforeman/foreman-packaging/blob/rpm/develop/bump_rpm.sh

Note that the bump_rpm and the add_>type<_package.sh scripts share some overlap.
