Unable to select new tiddler (+) or settings (gear) buttons

When trying to edit my site. I cannot click on the new tiddler or settings buttons.
The mouse over does not work.
Also the mouse over for tabs and titles is very difficult to find.

Can you reproduce this behavior in a brand new site? What kind of site is it? Is it a plain vanilla TiddlyWiki, or something with plugins and customizations?

The menu in my test-tiddly-self-contained works fine. I wasn't aware of anything special on my existing site but i can't click plugins to find out.
