HDR Rendering #361

Currently Atlas is rendered fully in SDR.
Enough for some things but images and some elements could be driven harder to make it pop and look better on screens that support it.

Images and video should be rendered in HDR atleast if the user has it.
Im guessing we don't need a setting for this as the client could check if the OS is in HDR or not.

Unsure if you want to keep all images in HDR and keep the UI in SDR or just run it all in HDR.

Noted in discord that Valius made a GOG launcher based on Atlas that runs all in HDR and it makes the images really pop unlike Atlas which is a bit flat in the contrasts and colors in comparison.

HDR users don't want to use 100% brightness on SDR content as it stresses the screen more but we would want things in HDR where it counts to make it pop.
Also the SDR brightness setting is a global setting that the user might want at their prefered level. im usually at 70% but some like it lower depending on the brightness of the screen and setup.

This screenshot is taken with SDR brightness turned all the way down to highlight the issue. Nebula, is bright even at 0% brightness while Atlas is darker and dim with less color.
Even at my normal 70% its quite a bit dimmer compared to Nebula and other HDR applications.
This screenshot really doesn't do it justice as its tonemapped to SDR and looks nothing like how it is to the naked eye for me, still a visible difference in the image. more like 10x more extreme with the naked eye.
