Ensure all features are available in Flow and deprecate Collaboration Kit

The signals implementation in Flow largely overlaps with the collaborative lists and maps in collaboration kit. Instead of maintaining two separate implementations, we should ensure that all relevant features are available in Flow and then deprecate Collaboration Kit.
