Context

Packaged Default and Minimal on-demand Video Skins include Cast, AirPlay, and picture-in-picture controls with availability-aware rendering, state icons, and tooltips. Canonical source currently includes none of these complete component boundaries.

Future live-video reuse is tracked under #2187 and does not block this Video component slice.

Acceptance criteria

• CastButton, AirPlayButton, and PictureInPictureButton are complete canonical components.
• Each component owns its state icons, Tooltip composition, and component styles while behavior remains packaged.
• Default and Minimal reuse the same components where behavior is shared.
• Unavailable controls preserve the packaged visibility or disabled intent.
• React and HTML output uses public APIs and exact dependencies.
• Tailwind and vanilla CSS variants preserve accepted state styling.
• Each intended catalog boundary installs with exact component, icon, and style closure.
