Adding hardware accelerated `nvenc` within `rav1e` under a feature flag

Adding hardware accelerated nvenc within rav1e under a feature flag so that people can utilize nvenc when rav1e is not fast enough in my case, I want to do realtime streaming of 1080p+ image.

The rav1e library provides a simple API around an AV1 software encoder. NVENC provides access to hardware encoders. They are at similar levels of abstraction.
Integration of both would generally belong in a media streaming library, such as ffmpeg.

And it's ok if its not planned, but it seems to me that currently rav1e is the biggest av1 encoder in rust with already all the abstraction around it.

It could be nice to be able to just switch to hardware acceleration if need be, instead of having to rewrite a layer on top of it.

But I understand that this is not something you plan on supporting.

Unsure if it can do realtime low latency encoding as well as the gpl license is kind of not what I'm looking for unfortunately.
