I looked at this briefly earlier this year; it is probably best understood as a successor to Draco. Better compression ratio but it was significantly slower to decompress in my testing; not sure how things have changed. Also not sure what the webassembly decoder compiles down to in terms of size. For avoidance of doubt, gltfpack will not support this.
