Records the sole maintainer's September 13 approval: up to 4,000 AIPG over exactly seven days, capped at 1,000 per independent operator. Supersedes the unapproved 2,000/500 proposal without changing runtime defaults. Cohort review, exact earning dates, external upgrades, live recipient consent and transfer verification remain separate gates. Read-only production check: nine fresh nodes, zero verified independent groups, zero campaigns. No production flags, economic records or payments changed.
