What is the intended meaning here: What training is the minimum expected someone has to complete before they can use a given tool?
or
What trainings do we want to offer to those that are consumers/ users of AI tools
Both make sense and are imho important to define, but it would be good to be clear on which aspect, or detail both aspects

I've updated some - thoughts?
- Training with emphasis that "AI" is prediction and not "actual intelligence".

Any AI tools that are currently within budget are likely to get more expensive and some will likely no longer be in budget after a while. Therefore mitigation strategies, e.g replacement by local tool (as described in the next section) should be planned in from the beginning.

I've added a bit more about this cost control, and
- Any AI strategy should consider under what conditions, and with what budget, for buying outside tools. A plan for future cost increases of AI tools.
My thoughts on how we can suggest Aalto AI strategy to develop. So far it is my first draft, I haven't even re-read it yet. The recommendations need to be especially improved.
