Add cooldown.exclude to the github-actions block so first-party Accredify-Github-Workflows updates bypass the 5-day cooldown, mirroring the existing groups.accredify-shared-workflows pattern. No terraform block exists in this repo. Co-Authored-By: Claude Sonnet 5 <noreply@anthropic.com>
