fail to run `azd provision` for `todo-nodejs-mongo-aks`

Describe the issue:
The following error was encountered while running the azd provision:

Repro Steps:

1. Run azd init -t todo-nodejs-mongo-aks.
2. Run azd auth login.
3. Run azd provision.

Environment:

• Template: todo-nodejs-mongo-aks.
• Branch: main.
• OS: Windows and Devcontainer.
• Azd version: azd version 1.30.0-beta.1-daily.6643259 (commit 76f8d27245ba3a4aeb99cfaf18c476c1312e0df3) (daily).

Expected behavior:
run azd provision succesfully.
